Why Can't I Create UI in Unity

I'm following Brackey's first unity tutorial, and all of the sudden,

the UI button in the create menu was GONE. Its especially confusing because a few weeks ago,

I made a canvas and score text, but now I can't figure out how!

Also, I'm trying to make a panel, not text, so I can't just copy and paste.
