Which is better for map 3dsmax or Unity

Where should i make my complete map. . . .should i make every model differently in 3dsmax and arrange them in unity or make the complete map in 3ds max and just drag it in unity. . . .which will be more specific,fast and easy

I guess you might need to add scripts, lod groups, layers, tags, particle systems and cloth.
You can’t do any of that outside of unity.
