Offline( wifi ) multiplayer 2D game in unity

Hi guys… just joined this website! I want to make an offline playing cards game in unity. I have made most part of the game just the networking stuff is killing me. I have already wasted 2 days trying different approaches given by google :(.  I want the game to run offline (like one person creates a hotspot and others connect and play). Things I have tried:

1. photon unity plugin dont work in this case as given in this post.
2. This github link gave me some hope but then any changes I made resulted in error (or malfunctioning)
3. many multiplayer fps videos on youtube focus on buying a server which I dont want to and need to.

So I just need a direction, if someone has made something like this please help!

Also things I am going to test next are listed below. If you have fruitlessly tried them tell me, it will save some time.

I am not sure how you can connect to wifi using network and play offline . 
I dont understand why you even need networking integration to make offline game .
Wifi hotspot in android is used to spread your internet and not connect devices to play games .
You have bluetooth to connect with other devices to play offline multiplayer .
Try googling using keyword bluetooth

Thank you Zoelove, I didnt thought of that as an option. Bluetooth transfers are generally slow and also games like Mini Militia connect over hotspot-wifi offline mode, but if bluetooth can do the job it would be great.

Unet does requires internet . I suggest stick to unet since its a part of unity and also haves good service . Bluetooth connections will take complete different setup and also finding a plugin can be hard since no one usually creates offline multiplayer games anymore .
UNET is easy to setup / use and also its free 20ccu

You can use UNet over local network.

You can use the network manager and connect use LAN.

This doesn’t require a internet connection.
