Monument Valley style rotation mechanic

Hello, I am working on a puzzle game in which you have to rotate some 2D objects(and 3D in the future) and I am trying to make a rotation mechanic similar to Monument Valley(reference video below). The rotation I’m after is the sort of snap action rotation when you drag on the screen

The rotation I’m after is the sort of snap action rotation when you drag on the screen. I’ve been looking all over the place for some kind of documentation or tutorial but I can’t find anything. Thank you in advance for taking your time to help.
